Mold Removal in Happy Valley, OR: Newer Hillside Homes

Happy Valley added about 19,000 residents between 2000 and 2020, and 72 percent of its homes were built in 2000 or later, the newest housing of any city we serve. A volunteer weather station there records 49.4 inches of rain a year, about a third more than Portland's airport.

The newest homes in the metro

The American Community Survey (2020 to 2024) counts 9,450 housing units in Happy Valley with a median build year of 2009. Of those, 6,765 were built in 2000 or later, 72 percent, and 8,011 in 1990 or later, 85 percent. Only about 760 homes predate 1970. Seventy percent are detached houses, and 21 percent of households rent. The census counted 4,519 residents in 2000 and 23,733 in 2020.

More rain on the hill

NOAA's 1991 to 2020 normals record 49.4 inches of precipitation a year at a volunteer station about 1.7 miles east-southeast of Happy Valley, at an elevation of roughly 590 feet. Portland International Airport records 36.9. The city climbs toward Mount Scott, an extinct volcano in the Boring Lava Field and, at 1,050 feet, the highest point in Happy Valley.

Hillside lots, retaining walls, and lower levels cut into a slope all raise drainage questions. The cities of Happy Valley, Lake Oswego, and Oregon City helped pay for the state's 2013 landslide study of northwestern Clackamas County, which DOGAMI describes as useful for regional screening rather than site-specific evaluation. See our gutters and drainage page.

When the builder may still be responsible

A defect in a young house often traces to the way it was built rather than to age: a flashing that was left out, a plumbing connection, a bath fan ducted into an attic. Oregon's statute on construction claims (ORS 12.135) generally requires a claim over residential construction to be filed within ten years after substantial completion, defined as the earliest of written acceptance, a certificate of occupancy, or the owner occupying the home. Forty-six percent of Happy Valley homes, 4,365, were built in 2010 or later, so many are still inside or close to that window.

Whether a given claim qualifies is for a construction-defect attorney to say. What helps in any case is a record made early: dated photographs, moisture readings, and a written scope showing the source of the water. See our mold inspection and testing page.

How the work is planned for Happy Valley homes

Seventy-two percent of Happy Valley homes were built in 2000 or later, so inspections begin with how the house is built to shed and vent water: flashing, plumbing connections, exhaust ducts, and drainage at lower levels. Dated photographs and readings are part of each written finding, since a house under ten years old may still be inside Oregon's construction-defect window.

Mold removal in Happy Valley: questions

My Happy Valley house is less than ten years old and has mold. Who is responsible?

It depends on the cause and the facts of the claim, and a construction-defect attorney can advise. Oregon's ORS 12.135 generally limits residential construction claims to ten years after substantial completion, so a newer house may be inside the window. Dated photos, moisture readings, and a written account of where water is entering are the records that matter most.

Is Happy Valley wetter than the rest of the metro?

The hill is. NOAA's 1991 to 2020 normals record 49.4 inches a year at a volunteer station near Happy Valley center and 36.9 at Portland International Airport, so the hill gets about a third more. Rainfall tends to climb with elevation in the NOAA station data for the east side of the metro.

Is there a landslide map for Happy Valley?

The 2013 DOGAMI study of northwestern Clackamas County mapped existing landslides and landslide susceptibility, and Happy Valley helped fund it. DOGAMI describes the maps as suited to regional screening, not site-specific evaluations, so a geotechnical review is the step for a specific lot.

What does a moisture inspection check in a newer house?

The roof and attic, window and door flashing, plumbing under sinks and behind toilets, bath and kitchen exhaust ducts, and humidity in lower levels. The EPA recommends fixing water problems quickly and keeping relative humidity below 60 percent, ideally 30 to 50 percent.
